Why Minimum threshold depth for Arrival time isn’t equal zero

I want time when water moves to observe point
I select threshold depth = Defult in model or zero and check time in Stage Hydrograph
Both depth value is different.

Am I correct? Arrival time(threshold depth = Defult in model or zero) is compute specify time to time when depth > 0
