Where to get blank land use file?

Hec-ras has the capacity to create 2d area manning’s n regions. I plan to create my own land use layer based from google satellite. However, a land use file must be imported for the user defined polygons to be written to. How can I create or obtain an empty file for land use?

If you do not have a shp file that you can download for your area you can use QGIS to digitize a shapefile from an aerial image.
