    Hello eveybody,

I would like to know please, why the flow through a dam (inline structure) must be simulated under unsteady flow conditions ?

The reason for the requirement of a base flow through a dam for unsteady flow is to provide some depth of water in the downstream channel. The solution of the St. Venant equations requires a finite depth everywhere. So, a small base flow needs to be passed through the dam so that there is depth downstream. Zero (or negative) flow is OK as long as the channel has some depth of water.
