Obstructions with a Culvert

Im trying to model a culvert with an 18in sewer pipe running through it for a FEMA model. I was wondering what the best way to model this might be?

The only thing I can think of is to add cross sections immediately up- and down-stream of the culvert and add the obstructions to those cross sections but I wasn’t sure if there was a better/more appropriate way of handling this.

You could try adding culvert blockage that is equivalent the intersecting pipe as depth blocked.
