Someone knows what it is the best approach to tranform Land cover codes from Corine 2012 to Manning’s values?

Ven Te Chow, 1959. Use it as a starting point. Match the friction values in Chow’s table to the land cover types and channel characteristics. Scale the friction factors across land covers and channel characteristics to calibrate your model.
