Mannig’s vaule for built-up area

I want to ask: What Manning’s value do you enter for the buil-up area [developed area]?
I am using a guideline by author Chow [1959].

I am also looking for a reference with a range of Manning’s n values that are representative of built-up floodplain areas. The HEC-RAS 5.0 2D manual shows some values in Figure 3-16 but I did not see a proper reference for the roughness values shown for high, medium, and low intensity development areas. Any suggestions?
