Water is falling from 28 m height but still not jump shown in the basin?

I don’t think that RAS computes an impact force. It is only looking at friction losses, expansion/contraction losses, and changes in elevation. It doesn’t have an option to take into account the losses from high velocity spillway flow hitting baffle blocks, for instance.

In your situation, the supercritical flow hitting the almost vertical wall of the downstream end of the basin would probably have additional losses that RAS is not taking into account.

Since downstream Fr>1 then no jump occurs.
