How to model a gate witch control upstream WS elevation

Hi,
I need to model a gate witch control upstream WS elevation. The WS elevation must already be the same upstream.
So the gate is close for low flow, and begins to open as flow increase (in order to maintain upstream WS elevation horizontally).
Upstream WS elevation will increase only if the gate is fully open.
What kind of inline structure and unsteady rule must i model ?

Any suggestion?

If you want to maintain a constant water surface, you might want to look into the navigation dam option.
