Submitted a request for a LOMR in Wisconsin.
Got following reply from FEMA:
7. Per Wisconsin state requirements, the floodway needs to be modeled using ineffective areas rather than encroachments. Please revise the as-built conditions hydraulic model so that the floodway analysis does not use encroachments.
I am totally confused! Does this mean I have to go river station by river station and create ineffective flow areas by trial and error?
I have been using encroachment method for years in FEMA/Wisconsin submittals with no objection. I have reached out to WisDNR, but no one can explain! ???
I am desperate for a solution. Does any “Rhodes Scholar” types out there have an answer??
