Today, I solved this problem successfully.
Here is a manual:
The DLL that is conflicting with RAS is gonna be in C:\Windows\system32 or C:\Windows\SysWOW64 and is named hdf5dll.dll. Rename that file if you find it to hdf5dll.dll.backup in either one of the system folders and RAS should work.
In my case, this bug was caused by software FLO-2D. I have notified the FLO-2D developers of this issue and are trying to find a workaround of our own before the final 5.0 release.
