I have an earthen dam with a culvert that maintains level in lake. How do I model the culvert. When creating inline structure, gates are the only devices available.

If the options availble for gate flow don’t match the culvert hydraulics that you need model, then I suggest that you make an additional reach. The new reach would contain the culvert geometry and connect to the pool upstream of the dam and the cross section just downstream of the dam.
