Dear Forum,
I have some troubles with creating the HEC-HMS project. I follow the step-by-step guide from SPIDER (http://www.un-spider.org/advisory-support/recommended-practices/recommended-practice-flood-hazard-mapping/step-by-step).Step 7.2.11 says that I should create an empty file to get empty .basin .met .gage files.
When i try to create the HMS project it says “This process cannot access the file xxx.met because it is being used by another process”
Why ist that?
